Install HotService, a Cocoa input manager bundle, and all shortcuts of services are available right after launching Cocoa applications. Currently (up to Mac OS X 10.2.6) you have to pull down the application menu at least once before it's possible to use shortcuts of services. This is very annoying, especially if you'vere using WordService, CalcService or DEVONthink Personal Edition.
